To find out what settings could work for you, test your network to the location your game server is presented, than it should be easy to decide what your rate should be. The more cmdrate/updaterate you can get without getting choke/loss the better.

The time span that your computer uses interpolation between the updates from the server. The more updates you get, the more real time connection you get, thus lowering the chances of your computer making the wrong prediction of a players position.
